Big Change Coming After June 30: Who Will Be Considered Eligible or Ineligible by FBR?
Now is a good time to start filing if you haven’t already.
Starting July 1, 2025, the FBR and the Government of Pakistan will no longer use the antiquated “Filer” and “Non-Filer” labels; instead, they will use the terms “Eligible” and “Ineligible.”
Furthermore, this change affects your daily finances in a way that goes beyond language.
What Will Change on July 1, 2025?
✅ FBR’s new Eligible Persons List will include you if you become a Filer by June 30.
❌ If you delay and file after July 1, you’ll be treated as Ineligible, even if you submit your tax return, and you won’t get the benefits that filers used to enjoy.
What Is an “Eligible” Person?
FBR defines an Eligible Person as someone who:
• Has filed their income tax return before June 30, 2025
• Can buy or sell property legally
• Can purchase a car
• Can open or operate bank accounts
• Will enjoy lower withholding taxes
• Can participate in government contracts, imports/exports, and large financial transactions
Who Is an “Ineligible” Person?
From July 1 onwards, FBR will put late filers in the Ineligible category, which means:
🚫 Cannot legally purchase or sell property
🚫 Cannot register or transfer a vehicle
🚫 Cannot open or maintain certain bank accounts
🚫 Will be charged higher taxes on all financial transactions
🚫 Will face restrictions in business dealings, imports/exports, tenders, etc.
Why Is the Government Making This Change?
It’s part of Pakistan’s overall reform and documentation initiative. The objective is to:
• Decrease tax evasion
• Reward compliant taxpayers
• Incorporate clarity and stricter enforcement into the system
• Educate everyone to join the documented economy

How to become an Eligible Person?
1. If you don’t already have one, get your National Tax Number (NTN).
2. Submit your 2024 income tax return by June 30 at the latest.
3. Verify that, if required, you have also filed your statement of wealth.
4. Verify your name in the Act
